I can't give you an exact ratio that constitutes "the collective" (nor is that necessary to sustain the point) , but I know for sure, and most would agree, it has to extend beyond lines of nationalism.

By the way..if "The State" and "The People" (IE the collective) are now the same thing ...the political right has a LOT of rethinking to do
