Can't say they were written by press secretaries, or not. But books, by insiders on JFK and his womanizing, and misuse of pain pills, Nixon and his use of foul language (among other things), and then some of the things written about LBJ, were just as bad. Then of course all the things said and written by J. Flowers, about Clinton, well enough said. For the right price, insiders will trash anyone.
