Most of the health insurance is not regulated by the States, and is actually unregulated as insurance, but instead handled under ERISA.
The obvious option is to offer the Federal health menu to all, which would place health insurance for individuals outside of the State regulation.
Of course, you still haven't made any statement about what you are for. You don't seem to like the existing "system" nor any of the proposals from anyone else.
Are you just simply anti-American healthcare and want Canada or Japan or Taiwan to take over US healthcare?
