Give up that argument. Ignorant people think the president is the single reason absolutely everything happens. In many ways the president is powerless compared to congress. Under Clinton the EPA was equally, maybe worse than under Bush. Fact remains Clinton nor Bush really had a damn thing to do with the screw up's of the EPA OSHA or many other agencies. EPA is it's own breed with essentially nobody to answer to. Like many other rogue agencies with tons of power and a shitload of corruption. No president can sit over and watch every agencies leader on every issue nor should they be expected to.
