I empathize with the OP's opinion of the literal crisis of those on the government dole multiplying at a much higher rate than most of the taxpayers. It's important to remember that not all forms of entertainment are of equal pleasure nor price. Sex is free and offers a great deal of pleasure.

Honestly, education and capitalism are the keys to turning this trend around. People with a good education typically want more from life than the government dole check so they will work for it. Extra income is enjoyable and too many kids will greatly cut down on that extra income so they'll have fewer... Furthermore, it must be noted that for many of them a child is used as a form of income. More children equal more money! The system designed to help has actually become a form of income which is their chosen career path.
