That's not a liberal program, its a pork handout to Conservative farmers looking to cash in on government handouts. If a liberal denounced it a Democrat could never win the state, but a "libertarian" still could, if he promised to keep the welfare rolling in. conservativism is a sham, its never done anything it has promised to do.
