Don't know where the search warrant notion comes from, but one of the roles of congress-the judiciary committee--is to perform oversight. That requires obtaining relevant data and testimony from administration officials which obviously they've failed to acquire through normal procedures. The thing that is so odd about this particular circumstance is that Rove won't talk to Congress but has given interview(s) and written article(s) about the subject of interest. He's already stated this matter has nothing to do with the White House so there isn't a privilege available to hide behind. So all Rove needs to do is repeat the same stuff he's made public under oath before the body, everyone then completes their obligations, and the committee moves on to other business. If the administration wasn't so adverse to check and balances most of this would not be happening.
Now considering the stellar record the administration has had with upholding the principles they came into office mouthing it should be clear why they are so adverse to repeating their public proclamations under oath. I'm sure these administration officials are wasting our time and money for "good" personal reasons.
