When your employees are required to work only 1270 hours per year but that number can be reduced with sicktime and vacation and personal days by up to 70 hours without less pay or benefits what can you really expect of them?
It's a sweet assed deal for a part time job! I would absolutely LOVE to have apart time job for that kind of money plus benefits and WHOOOAA! the retirement!!!!
Retire young, having worked only half the hours of other retirees around you but probably still have a better retirement. Oh, and you even get to choose when you want to retire instead of being forced to leave thanks to tenure and the fact nobody holds you accountable like real companies with quotas, evaluations do.

There are definitely negatives in the public school system........no doubt.
If you think it is such a great deal, may I suggest you go to work in one of our lovely inner city school districts like Detroit. Give me a full report if you come back.
