He did, by inspiration -- 2 Tim 3:16. Can you image having to carry 39 books of the Old Testament and 27 books of the New around to teach from, if they were chiseled in stone? Puts a whole new meaning to the scriptures "It is a fearful thing to fall into the hands of the living God." (Heb. 10:31) It would kill someone to have to turn the pages. In fact God declares that He would write them on our "hearts" instead of on stone when the New Covenant came along -- Jer 31:31,"Behold, the days come, saith the Lord, that I will make a new covenant with the house of Israel, and with the house of Judah:.......But this shall be the covenant that I will make with the house of Israel: After those days, saith the Lord, I WILL PUT MY LAW IN THEIR INWARD PARTS, AND WRITE IT IN THEIR HEARTS; AND WILL BE THEIR GOD, AND THEY SHALL BE MY PEOPLE."
