Look at it like algebra, if someone wants to enter a school with some form of malicious intent, whether a student or an outsider they have some math to do they have to figure out the number of threats they will face from staff and student. Since only high schools have resource officers the number of trained personnel to respond to an incident is going to be between 0 and 2 (Trained or experienced only not armed). So if there is an incident there is a response on sight not ten, or twenty minutes out and the person entering that school instead of only having a single resource on campus. So instead of 1+1=2 they have to solve for X
