The N.Y.C. cops were NOT trained properly, so instead of accurate shots they attempted to make up for their shortcomings with VOLUME shooting. Volume shooting is known as "spray, and pray."

They were in a vehicle......one that "swayed" one of the officers and rammed another police van. 31 of those shots were fired by one officer.
