The problem is with the laws concerning how a school board can operate.

Then you need to see the reality of PE being downsized and/or cut because it isn't being tested in the No Child Left program. That is what is happening here.

Bill Clinton signed an executive order banning mandatory PE.
At the time, Clinton said some kids are uncomfortable showering and dressing in front of their classmates and the competition in PE classes hurt the feelings of some kids.
