So how then are we to address discriminatory practices and ensure that those with greatest merit truly are hired? Simply by looking at the paper in front of them instead of at the person (if an interview). All of us who applied to college and/or jobs had to present resumes, academic records, recommendations, etc., illustrating on paper what each of us are capable of.

Why aren't people as upset with cronyism and nepotism? (granted those issues will be even HARDER to address, but this doesn't really seem like a fairness issue, it seems more like sour grapes to me) I think we are but you're right that it is harder to prove, there's no paper trail.
