Think for a minute about a private sector company that has to work under the constraints of a public school system model--No choice of mission (determined by the government), no choice of raw material (parents send the only kids they have), no ability to seek revenue based on output quality, managing directors (Boards of Education) have NO experience in education policy implementation, and so it goes....

The company would be out of business in ninety days!
