So was Arafat. Carter didn't get the NPP for anything he did, he got it for sucking up to some asshole town council in Norway.
The Israel-Egypt peace plan was his lone foreign policy triumph. And yes he deserves a lot of credit for that. Most of us are talking about his post-President foreign policy efforts.
