Really? You know of a way around those pesky laws that forbid me from carving my own roads through other people's property? Because there are NO toll roads between my house and my job. There are NO toll roads within 50 miles of my home, and almost all of my driving is within that radius. I can NOT replace Public Roads with toll roads, no matter how much it seemed like a good argument to you.
Then, when I want my own fire department, I run into the same problems: those pesky laws that grant certain special priveleges to firemen that I can't get. I'll get ticketed if my fire department speeds or uses the wrong color of flashing lights; sirens are a no-no; connecting to public hydrants will get me fined, at the least; and with all the seat-belt laws, I'd get in deep crap if I let my firemen dangle off the back of my firetruck(s).

Absolutely. And study after study, year after year, shows that Public Schools have gone downhill since the Federal Government got involved. They are simply not capable of efficiently meeting the individual needs of every child in America (hell, they can't even do it inefficiently!)
So, I agree with you there - we would all benefit from an educated citizenry. So, let's get education out of the hands of the Federal Government, where it's steadily declining, and give it back to the ones who can actually address each student's needs and areas of excellence on a case-by-case basis: the community.
