They are only supposed to tax for actual spending they NEED to do to run the government. How is taking my money, then giving it back later, a function of government? Why'd they take more than they actually needed to spend?

I've been asking the same thing, everytime a city gets federal funds for a new commuter rail line, or new police cars. Hell, if the feds have money to give back, lower the taxes, don't raise them.
