Nobody wonders why the Government has extra money laying around that they can just "give back" and call it a refund or voucher?
They are only supposed to tax for actual spending they NEED to do to run the government. How is taking my money, then giving it back later, a function of government? Why'd they take more than they actually needed to spend?
