Once the U.S. has gone complete Scorched Earth-Genghis Khan on the entire Crime apparatus that has disenfranchised the Mexican people and caused over 15 million of their own people to enter into the U.S. illegally; the U.S. can set up a Marshall Plan to help rebuild Mexico into a Democracy.

Well, we would have to split Mexico up into Several States for administrative efficiency. Imagine, NFL and MLB franchises and a McDonalds and Wal-Mart on every Mexican mainstreet. They should only be that lucky if America got that pissed at Mexico again.
