Quick solution: every American who can catch an illegal gets to own him for 5 years. After that, he's naturalized and made a citizen.
We'll save an assload on pretend-efforts by the Government to defend our borders. They'll just have to watch for terrorists, which they aren't doing anyway, instead of illegals. WE will be watching for the illegals in GLEE!
Those who want to be here desperately enough to submit to 5 years slavery will probably be worth keeping.
