I think that, in the case of the president, it is a MORE difficult hurdle to pass once they are out of office. I am not sure about that though.

For instance, Rudy G.'s book wasn't really filled with much more than trivial matters. He CAN'T risk saying anything of note.

I like the idea of not needlessly wasting taxpayers money. In the end that was what Starr's investigation came out to.
btw, Keneth Starr was involved in some trickery in trying to defend a death row inmate in California. Seems they faked up a bunch of documents. He didn't personally do it, but he was on the team of whores (lawyers) that allowed it.
