The only pot heads in prison are those growing, transporting, or selling very large quantities of the substance, and few, if any of those limit their dealings to pot. Most of those in jail, or prison, for drug related offenses are for sale and distribution, not use. Hell, even crack addicts are given three or four passes, unless they are dealers, in that case the only get two free passes.
