President Bush signed an executive order allowing federal contractors to underpay workers on rebuilding projects. This is in violation of the Davis-Bacon Act, which requires that at least the prevailing wage of an area be paid. The trade-union movement must unite to demand that all workers be paid at union scale on all reconstruction efforts.
