There are plenty of philosophical issues here at hand, I am going to attempt to take one at a time without merging and going off in tangents..
This first thing I notice in your post is the polictical enforcements that seem to be a dominating factor in the dumbed down students in black communities.
It certainly says alot about the values and political beliefs of these particular communities and what exactly fuels these people towards educating their children....
Alot of these political enforcements back up a standardized measure of tests and the educational micro managing by state and federal regulations.
These regulations partake an exorbitant amount of time and money from our teachers who are, ahem, often the very products of these micro-managed regulations...certainly leaves alot to be desired by the exceptional values of educated individuals...administration-state-federal regulations that actually stagnate a childs progress in an advanced and exceptional state of learning..

The whole education agenda has gone mainstream, by a political agenda vieing for a quality mainstreamed mediocrity and the results are graduates who can't do algebra never mind fill out simple applications.
Just like you posted...We have reprobates, we have children guided by television and talking heads.
Which is by far a false representation of what it takes to become a doctor, an engineer, educator...

Government and federal regulations do not guarantee a superior education.
What guarantees a superiror education?
Parents guarantee it.
Home schooled children by far exceed the educational curriculum any regulated outfit will provide.
Between the internet, TV, video games and MTV our children are being sideswiped by our media.
It is iminent that as parents we take a extreme stand and involvement in our childrens education.
Whoever believes a big government and federal/state regulation is going to watch out for your childs ability to read or write is an absolute idiot.
Mainstream classrooms are producing students that still cannot spell correctly, read a novel, or write a coherent sentence.
Colleges today are even more politically dependent on mainstream education.
I agree, more money and more politically dependent people pumped into this sick institution will only make it sicker.

The questions we should ask ourselves is what do we want our children to learn and why?
The central elite of social engineers have failed miserably...
Self knowledge is the only basis of true knowledge, children must be taught to work independently, and the love and rewards of learning will be instilled.
