This is Nagin's puppy. He can rebuild in any way he chooses. The chocolate city will rise from the ruble. As an architectural designer, I can say with certainty, water will always win, and whatever is done in NO is another time bomb waiting for the correct conditions to detonate again.

The definition of insanity is repeating an action and expecting a different result. NO should definitely not be rebuilt as it was, and, it does not have the leadership to rebuild it in a manner that there is a greater chance for survival. All the money that was sent there is money thrown out the window.

Quite right...What do you think it'll take for the people to realize that living 30ft. below sea-level in a flood plane,,,in a hurricane zone,,,isn't the most intelligent thing to do.?
