I am convinced that the only way for any real immigration issues to get solved, is that they be solved at the state level. If they pass anything at the federal level, 1. It will probably be half-assed planned and include some type of amnesty. 2. It will override any steps the states have taken themselves to solve this problem.

Once the states pass meaningful legislation (like Oklahoma's) then I think they should bill the federal government for the enforcement, since the feds have failed miserably in this.
