Citizens of New Orleans, those most hurt by the herricane, appear to have used the system quite well, and had a culture most of us didn't know about. They knew that their geographic position was deadly. FEMA was unprepared and billions were wasted. I see no comparison between an African village of dignified but seemingly destitute people and citizens of N.O. except that they both have rich cultures. Corruption and working the system, as they seem to have done alot of in the Nineth Ward, would remove one's dignity pretty thoroughly.
