Well, first, that's if you assume that we actually needed to fight this war. And, second, Iraq hadn't gotten any stronger in those 13 years, Gix....in fact, Iraq and Saddam were getting weaker. Prior to the first Gulf War, Iraq had the fourth largest army in the world.....and a very well equipped one at that. In the subsequent 13 years after much of his army was destroyed, Iraq did very little to regain the level of forces it had before the war. The sanctions and the no-fly zone enforcements were taking their toll....and, contrary to GWB's statements, he was contained.
